Créé sous le nom d’Hôpital général en 1535, l’Hospice général a pris son nom actuel en 1869. A son origine, ses actions étaient principalement centrées sur l’assistance aux pauvres et aux malades, il a élargi son action aux orphelins, aux réfugiés, aux personnes âgées, avant de laisser le soin des malades aux hôpitaux genevois.
Aujourd'hui, l’Hospice général est chargé de mettre en œuvre la politique sociale du canton de Genève. Il consacre l’essentiel de son activité à l’aide sociale en faveur des plus démunis et à l’accueil des requérants d’asile, tout en assurant d’autres tâches d’assistance, de prévention et d’information pour toutes les catégories de la population.
C’est un établissement public autonome qui dispose d’une personnalité juridique. La loi sur l’Hospice général du 17 mars 2006 définit son statut, ses missions et son organisation. Il est placé sous la haute surveillance du département de la solidarité et de l’emploi .
