La constitución de las actuales Cortes democráticas está íntimamente ligada al nacimiento y posterior desarrollo del Estado Autonómico establecido en el Título VIII de la Constitución Española.
Una vez acordado el inicio del proceso autonómico por la vía del artículo 143 de la Constitución, el proyecto de Estatuto de Autonomía fue elaborado en 1981 por la Asamblea de Parlamentarios y Diputados Provinciales de Castilla y León prevista en la Norma Fundamental, y, una vez aprobado por las Cortes Generales, fue sancionado definitivamente por el Rey el 25 de febrero de 1983.
