Der Schutz des Menschen ist vorrangiges Ziel des Zivilschutzes. Der Zivilschutzverband sieht bei Alltags- und Katastrophengefahren ein Zusammenwirken aller Kräfte zur Bewältigung der Gefahren vor. Die Behörden, die Einsatzorganisationen aber auch die Mithilfe jedes Einzelnen ist erforderlich.
Die Aufgabe der Mitarbeiter des OÖ Zivilschutzes ist das Aufzeigen von Möglichkeiten, wie jeder einzelne Bürger Gefahren erkennen, Unfälle vermeiden und Notsituationen überstehen kann. Die vom OÖ Zivilschutz empfohlenen Selbstschutzmaßnahmen helfen, Gefahren der verschiedensten Art zu vermeiden, die Zeit bis zum Eintreffen der Einsatzorganisationen zu überbrücken oder Krisenfälle wenigstens möglichst unbeschadet zu überstehen.
